Just yesterday 8 march 2019 I published a paper-preprint about the postulation of a 4th law of thermodynamics

In short it says: random energy input is neutral (0) or destructive (-1).

Random energy input with the input aswell of intelligence or an intelligently designed device is either destructive (-1), neutral (0) or constructive (+1)

 

There is no exception so far.

Noted this talks about energy input not of systems that release energy and lose energy.
